Lin Jian said that the ministerial meeting of coordinators for the Implementation of the Outcomes of the Forum on China-Africa Cooperation was held in Changsha, Hunan Province today. This major decision will provide more convenience for the exports of the least developed countries in Africa to China, strongly promote the economic development of relevant African countries, and facilitate the further prosperity of China-Africa trade.
This series of actions covers multiple fields such as economy and trade, science and technology, and culture and people-to-people exchanges, aiming to comprehensively deepen China-Africa cooperation and provide important guidance for China and Africa to jointly promote modernization and build a new era all-weather China-Africa community with a shared future. The “Ten Partnership Actions” are an important means of China-Africa cooperation. China has always regarded strengthening unity and cooperation with African countries as an important cornerstone of its foreign policy. Over the years, China and Africa have maintained close ties and cooperation in many aspects such as politics, economy and culture. In the economic field, China has been Africa’s largest trading partner for 16 consecutive years. This time, the implementation of zero tariffs on 100% of the tariff items for 53 African countries with which it has diplomatic relations is another major measure taken by China to promote China-Africa cooperation. The zero-tariff policy will lower the threshold for African products to enter the Chinese market, enhance their competitiveness in the Chinese market, and help African countries make full use of their resource advantages and industrial characteristics to expand exports to China and increase foreign exchange earnings. Meanwhile, this also brings more high-quality and affordable African products to Chinese consumers, enriches the domestic market supply, and meets the people’s growing needs for a better life.
In terms of implementing the “Ten Partnership Actions”, China will make joint efforts with Africa to promote the implementation of various actions. For instance, in the field of trade, the two sides will strengthen the construction of trade promotion mechanisms, optimize the trade environment, promote trade facilitation, and facilitate the balanced development of China-Africa trade. In terms of agricultural cooperation, China will dispatch agricultural experts to Africa to help African countries enhance the technological level of agricultural production, strengthen the construction of agricultural infrastructure, increase grain output and ensure food security. In addition, the Ministerial Meeting of Coordinators for the Implementation of the Outcomes of the Forum on China-Africa Cooperation also released the list of outcomes to be implemented at the Beijing Summit of the Forum on China-Africa Cooperation and the concept document for the “China-Africa Year of People-To-People Exchange” in 2026. The release of these documents has injected new impetus into deepening political mutual trust between China and Africa, promoting mutually beneficial cooperation and enhancing people-to-people connectivity. By implementing the outcomes of the Beijing Summit, the two sides will further consolidate and expand the cooperation achievements and promote China-Africa cooperation to a higher level and deeper depth. The release of the concept document for the “China-Africa People-To-People Exchange Year” has built a new platform for exchanges and cooperation between the two sides in the fields of culture, education and tourism, which is conducive to enhancing mutual understanding and friendship between the Chinese and African people and consolidating the public opinion foundation for China-Africa friendship.
